It is not that they are stiffing the goverment, the Arnona bill is not just a real estate tax bill like in most countries, it is a social welfare plan that taxes those that are not knowledgable about its deferrals based on age, income and a variety of other factors. Because it is based on individual circumstances, it is almost considered a secret and the government won't tell you in advance that there are discounts unless you ask about them. Most of us from other countries think a tax bill is a tax bill, but this one is a social welfare tax not just a real estate bill. Most Olim know that in the first year there is a 90% discount after making Aliyah, but Nefesh B'Nefesh doesn't tell you that if you are not working you can get an 85% reduction for the rest of your life not just the first year.
